VOCIARE: Victims of Crime Implementation Analysis of Rights in Europe

 

Objetivos: projeto VOCIARE: Victims of Crime Implementation Analysis of Rights in Europe tem como objetivo central ajudar a assegurar que os direitos estabelecidos na Diretiva 2012/29/EU que estabelece normas mínimas relativas aos direitos, ao apoio e à proteção das vítimas da criminalidade estão a funcionar na prática e apoiar a Comissão Europeia na sua incumbência de avaliação da implementação da mesma. Conhecida como a Diretiva das Vítimas, este instrumento jurídico de caráter vinculativo a implementar pelos Estados-Membros da União Europeia visa, como o próprio nome indica, que sejam estabelecidos nos ordenamentos jurídicos dos Estados, mas também na prática, normas mínimas que assegurem que qualquer vítima de crime usufrua de um pleno acesso aos seus direitos no sistema de justiça penal, bem como à proteção e aos serviços de apoio de que necessite. Em termos de objetivos específicos, o projeto VOCIARE pretende: contribuir para uma melhoria na implementação da Diretiva das Vítimas; avaliar a implementação da Diretiva em todos os Estados-Membros que integram o projeto; desenvolver indicadores mensuráveis para a avaliação de artigos específicos da Diretiva; identificar boas práticas na implementação da Diretiva das vítimas que sirvam de base para o desenvolvimento de recomendações e mudanças a nível nacional. Em termos de principais atividades e produtos, o Projeto permitirá: a compilação de uma série de indicadores para artigos específicos da Diretiva que indiquem os requisitos mínimos para a sua implementação; 26 relatórios nacionais descrevendo a implementação prática da Diretiva das Vítimas e indicando recomendações de melhoria; um relatório síntese ao nível da União Europeia, traçando uma perspetiva da situação na EU no que respeita à implementação prática da Diretiva.

Objectives: the overall aim of this project is to help ensure that the rights established in the EU Directive 2012/29/EU establishing minimum standards on the rights, support and protection of victims of crime are operating in practice. It will achieve this by assisting the EU Commission in its own assessment of implementation as well as providing national stakeholders with evidence of the state of implementation in their own countries. Known as the Victims’ Directive, this legally binding instrument to be implemented in all EU Member-States aims at establishing, both in each of the EUMS national legal frameworks and in practice, of minimum standards that ensure that each crime victim has full access to her/his right in the criminal justice systems, to protection and to victim support services. Project VOCIARE specifically aims at: improving the implementation of the Victim’s Directive; assess the implementation of the Victims Directive in all participating Member States; develop measurable standards (indicators) for specific articles of the Directive; identify good practices in the implementation of the Victims Directive to support the development of recommendations for changes at national level. With regard to main activities and outputs, the project will allow for: the compilation of series of indicators for specific articles of the Directive to indicate the minimum required to implement the articles; the development of 26 national reports describing the practical implementation of the Victims’ Directive and developing recommendations for improvements; an EU synthesis report, providing an overview of the situation in the EU with respect to the practical implementation of the Directive.
